Shanghai actively explores waste separation solutions and strengthens comprehensive waste management

The action to eliminate "urban diseases" is an important epitome of urbanization towards high-quality development, especially the imminent issue of comprehensive waste management. To this end, Shanghai actively promotes waste classification, issues important policies, mobilizes the enthusiasm of all people in waste classification in multiple modes, and accelerates the exploration of solutions.
On May 30, 2018, the Mayor of Shanghai should bravely investigate the waste classification work and clearly pointed out that it is necessary to strengthen comprehensive waste management. In the next 5 years, Shanghai ’s goal is to basically solve the problem of comprehensive waste management.
Judging from the planning of the "future city" of the Xiong'an New District, green, ecological, and harmonious indicators are becoming more and more important in the construction of large cities and megacities. The rapid advancement of urbanization and years of sedimentation have caused "urban diseases" such as garbage siege, black and smelly water bodies, and waterlogging.
After the expansion in scale, the quality of development must also be followed up, which is also a new proposition that large cities, including Shanghai, need to consider. Therefore, "Maybe more investment, higher technical standards" emphasized by Mayor Ying Yong is undoubtedly an important path.
Faced with the widespread waste disposal problems in big cities, Shanghai will go further and further on the road of source reduction, full classification, and end-of-life recycling. In 2018, the city will achieve full coverage of domestic waste classification in 6 districts, starting with a point-to-point breakthrough from each link to speed up the "two networks integration" work.
In order to achieve the goal of "one point to the end" of garbage, Shanghai has continuously implemented three important policies.
The core content of the "Implementation Plan on Establishing and Perfecting the Whole-Class Classification System of Domestic Waste in this Municipality" is to guide how to establish the whole-process classification system of domestic waste. On the one hand, it is the complete industrial chain of collection, transportation, and disposal; on the other hand, it is the mutual support of the main facilities and supporting hardware.
From the setting of sorting garbage cans, to the detailed division of garbage collection and transportation vehicles, to the local adaptation of disposal methods such as waste incineration power generation and organic recycling, they are basically covered.
"Shanghai Municipal Solid Waste Classification System Construction Action Plan (2018-2020)" further plans a timetable to ensure that the garbage classification goals can be achieved in an orderly and steady manner. There are 6 districts in 2018 and 12 districts in 2019. At the same time, other districts and streets that have not been named will also approach the final goal in the rhythm of "small steps".
The introduction of "Shanghai Municipality's Domestic Waste Classification Standards, Demonstration Streets (Towns, Townships) Evaluation Methods (Trial)" means that the pressure to promote garbage classification has been added to the plan. Whether the delivery of environmental protection equipment meets the standard, and whether the mixing situation at the classification and delivery point is improved, etc., the garbage classification work carried out by echelons in accordance with the actual situation will be guaranteed to a greater extent.
In addition to policies and standards, Shanghai has also recently held a 2018 domestic waste classification work training meeting. This is a seminar and exchange meeting of the relevant management departments of garbage classification, reporting work content, work progress, research advancement methods, solutions to overcome problems, and future efforts, etc.
In addition, it is an effective way to entertain and educate, and to innovate the garbage classification and publicity methods. For example, Shanghai hosted a "2018 China Coordinate: Shanghai Urban Oriented Outdoor Challenge", which used garbage classification as a clue and set up many game links to add more knowledge, fun and education, and it was very rewarding.
